[tools] can't create new needle via webui

Creating new needle will fail and on osd will stay this needle as staged.

Fatal error when saving needle.
Can't call method "fullname" on an undefined value at /usr/share/openqa/script/../lib/OpenQA/Git.pm line 89.

Failure when there is needle which was not comited after first try.

Failed to save oobase-database-empty-sle12-20190514.

Unable to reset repository to origin/master: Cannot rebase: Your index contains uncommitted changes.

Yes, it should be fixed by that PR. When it is deployed I'm going to clean up the Git repo as necessary.

@xlai That's the actual error. Any subsequent attempts to save needles result in the error from the ticket description since the Git repo is now in an inconsistent state. Until we deploy the fix (which is already present on master) it makes no sense to clean up the Git directory.

When I creating merge request on gitlab.suse.de, it always failed with error 503. Not sure if it is the same issue.
