What was this blocking on? I don't see a ticket reference here. There's one unresolved subtask but it's in Future.

There are two unresolved subtasks #91257 and #91653 so the epic needs no further refinement until we have these two subtasks resolved, hence "Blocked" by the remaining open subtasks.
