The jobs for Leap are being post by the bot at https://github.com/openSUSE/openSUSE-release-tools/tree/master/oqamaint whose config is at https://github.com/openSUSE/openSUSE-release-tools/tree/master/data
Setting up Leap 15.3 was problematic because of a relatively hard to detect error on the config. To prevent that we need to write tests and documentation for the bot.
