The issue seems actually be the module running in front of gdal, i.e. wpa_supplicant.

Removing myself since the bug seems to be triggered by the wpa_supplicant test.
Looking at the output on 2 different runs (e.g. https://openqa.opensuse.org/tests/1813831#step/gdal/5 and https://openqa.opensuse.org/tests/1764781#step/gdal/5), we can see that the console contains quite some WiFi related output, and just before this test the wpa_supplicant test is executed.
I highly doubt that libgcrypt is causing this issue.
