This was marked as experimental/expert settings.
Tools > Options > LibreOffice > Advanced > Open Expert Configuration
Swap true to false on value "UseSystemFileDialog".
Basically upstream decided to "hide" this feature as system dialogs are the desired ones.¶
libreoffice_open_specified_file.pm needs to be updated accordingly.
