[Tools] long waiting time for aarch64 sle builds to complete

Description
https://build.suse.de/project/show/SUSE:SLE-12-SP3:GA shows the status of builds. Now we have libreoffice branched into sp3 and we have slow aarch64 builders. The consequence is that we are waiting multiple hours (at least four currently) after the other architectures are finished before a build is synced.
#13560 introduced "Prevent incomplete builds by waiting for all architectures before testing". We could set the switch only_complete=0 in openqa-iso-sync-sles
but then we must accept the fact that we might have sometimes ugly build progress bars and also that we will test results for aarch64 way later than for other architectures. As an alternative we could also move out aarch64 completely into another job group to keep a cleaner picture.

Quite some mess has been caused because wrong combinations of server+addons have been triggered. So I guess it makes sense the server ISOs based tests wait for all other media.

Discussed that shortly with Anja and later Richard. Richard and Coolo will try to find a solution on the tools side of things.
So for now the decision was to set "only_complete=0" before a new milestone build is published and set it to "only_complete=1" afterwards. Wrong media associations because of premature triggering should be ignored and the right combinations can be triggered manually with a "isos post" call. To make this triggering easier we propose to have a script that can setup the right parameters with less manual work.
