I have seen solutions in other projects on github where a review checklist is added which reviewers can click, e.g.
[ ] openQA verification runs present and passed
[ ] Summary for changed test modules up-to-date
[ ] [Coding style](https://github.com/os-autoinst/os-autoinst-distri-opensuse/blob/master/CONTRIBUTING.md#coding-style) adhered to
[ ] No merge-commits in git history

Just to mention an automated consumer of the test case header: https://gitlab.suse.de/qa-maintenance/openqa-summary-tests (Not currently public code, this reads the headers and generated reports in each test)
