closed[functional][y] Make check enabled by VALIDATE_ETC_HOSTS work on s390x

Description
We have disabled addition check for s390x for now, but it behaves differently to 64bit. Test fails on s390x with this check enabled.
So we should not have special handling for the test suites and if it doesn't work on s390x, adjust the code or disable it in the test code for the whole architecture.
