Couldn't longer timeout on wait_serial help? As this dies really randomly on HA.
openQA test in scenario sle-15-Server-DVD-HA-Incidents-x86_64-ha_alpha_node02@64bit fails in
check_after_reboot

Fails since (at least) Build :11072:pacemaker (current job)
