[s390x] Add qemu backend support

Description
At this time, qemu/kvm VM are not using qemu backend like in aarch64/x86_64/ppc64le but instead are running on s390x using bootloader_zkvm.
This is mainly because there is no VNC access because there is no "GPU" available for s390x in qemu (and on a real hardware too!).
But a virtio-gpu has been added in recent qemu/kernel [1], so this could the first stack of a way to use qemu backend.

A Proof-Of-Concept can be done with a recent qemu/kernel, but maybe a openSUSE TumbleWeed is needed for this.
But TW is not available anymore since about 2 years because of a lack of maintainer...

Yes! But time is the main issue, as usual :)
But I will try.

openQA should also be compiled for s390x.
I have one available on OBS for SLE15:
- Related to action #48434: [functional][u] test Tumbleweed s390x again added
- Blocks action #47852: [qe-core][functional] test fails in firefox - use of milestones whenever possible to reduce waste added
- Project changed from openQA Infrastructure (public) to openQA Project (public)
- Category set to Feature requests
- Priority changed from Normal to Low
- Target version set to future
I guess this would fit better in the openQA main project
This might be an interesting stunt, but as long as customers run our products on zKVM systems (or whatever the current brand name is), this is what we will test.
