I met the same issue on opensuse 42.3 on DELL T5810. I fix it by replace the /usr/share/qemu/keymaps/en-us with an old version.
- Blocks action #25752: [opensuse][functional][aarch64][sporadic][medium] test fails in prepare_system_for_update_tests - keys missed during login added
Extract from mail thread:
https://bugs.launchpad.net/qemu/+bug/1738283?comments=all - unofficial
patch for qemu 2.11 is available in last comment there.
In short qemu 2.11 sends '>' instead of '|' - you have to modify qemu
keymap at /usr/share/qemu/keymaps/en-us according to the patch.
