[tools][aarch64] OVMF firmware is not able to reboot

Description
While testing the latest version of the ovmf firmware on overdrive2, agraf found out that the firmware was hanging after reboot, and explains why jobs are failing in grub-test in most cases.

No, it's not happening on xgene2. The failure above is because on reboot we're still booting into the Installer. This issue was about OVMF hanging on reboot.

Still happening on overdrive2

While the situation is fixed for overdrive2 and other arm jobs on different workers, RAID tests are still broken, but related to a different problem as the one mentioned here.. poo#18444 has the details for the tests failing in raid
