The issue here is that opensuse_welcome.pm
doesn't handle the upgrade scenarios, where the opensuse welcome has been already launched and unselected for the next startup during the creation of the qcow image used for the upgrade.
I am preparing a PR in the related issue poo#107620, which will also solve this ticket.
