The issue here is that opensuse_welcome.pm doesn't handle the upgrade scenarios, where the opensuse welcome has been already launched and unselected for the next startup during the creation of the qcow image used for the upgrade.
I am preparing a PR in the related issue poo#107620, which will also solve this ticket.

Needle created using dev mode in https://openqa.opensuse.org/tests/2261455#live. For some reason the "Virtual keyboard" text has some slight differences.

The issue here is that opensuse_welcome.pm doesn't handle the upgrade scenarios, where the opensuse welcome has been already launched and unselected for the next startup during the creation of the qcow image used for the upgrade.

This is an upgrade from 42.1, so opensuse-welcome shows up as expected. The failure here was in consoletest_finish, which is after the opensuse_welcome module.
