[qe-core][qem] Remove soft-fail from vsftpd.pm in s390x, when the bug is solved

Description

In order to keep the vsftpd testuite running in s390x architecture in all maintenance runs, the following actions were taken :

  1. Removed the scenarios of the testsuite that were failing because of the [bug]
  2. Recorded a soft-failure everytime the testuite with the excluded scenarios runs, as a reminder/warning

This is a temporary though workaround and when the issue is solved, these are the following actions/acceptance criteria that have to be solved in this ticket :

  1. In vsftpd.pm remove the whole condition for the s390x architecture (soft-failure + the execution of run_s390x.sh), which were added in this [PR]
  2. Remove run_s390x.sh from the data folder
