[tools][pvm] Redundant powerVM production workers

Description
Acceptance criteria¶
- AC1: openqa.suse.de has access to at least two powerVM production workers (physical machines)
- AC2: Production workers are not used for development
Tasks¶
- Make sure we have at least one worker first -> #37372
- Clarify hardware situation (which machines to use?)
- potential points of contact: dheidler, nsinger, zluo, coolo, ihno, marita, jloeser
- Add worker config in salt recipes
- Ensure the setup is stable, e.g. the workers survive at least two builds of SLE with jobs executed on these machines
