Test excluding "plymouth.ignore-serial-consoles" http://localhost/tests/311#step/bootloader_uefi/6 leads to the same error, the initial ramdisk is not loaded.
I noticed a difference in the console serial logs for aarch64 related with Plymouth, comparing with other architectures or SLE-12 SP3 (https://openqa.suse.de/tests/1057977/file/serial0.txt) using also a local run (http://dhcp227/tests/311/file/serial0.txt).

The crossed-out part is not present in aarch64.

Agreed during sprint review that we will leave this ticket for "later", as is not clear when the bug will be resolved and we cannot verify it yet. Please modify the due date in base of that at least there is new information.

SP: We agreed to regard aarch64 below x86_64 and therefore focus on having the cryptlvm for x86_64 scenarios working before we go on here.
