I looked into it this morning and there were two issues:
- OBS publisher ran into an error when pushing the backports repos to an internal staging server for SCC PackageHub and kept re-publishing every 7 minutes, recreating repo metadata in the process.
- MirrorCache showed the new .xml.gz files to be available on all mirrors when it was on none - probably a bug
The first one is workarounded now and Andrii will probably look into the 2nd
