We had such issues years ago. There is https://github.com/os-autoinst/os-autoinst-distri-opensuse/blob/master/lib/utils.pm#L1364 . If there are problems then maybe that is not called in time and the schedule needs to be adjusted accordingly.

This is an autogenerated message for openQA integration by the openqa_review script:
This bug is still referenced in a failing openQA test: extra_tests_gnome
https://openqa.opensuse.org/tests/3163719#step/prepare_test_data/1
To prevent further reminder comments one of the following options should be followed:
- The test scenario is fixed by applying the bug fix to the tested product or the test is adjusted
- The openQA job group is moved to "Released" or "EOL" (End-of-Life)
- The bugref in the openQA scenario is removed or replaced, e.g.
label:wontfix:boo1234
Expect the next reminder at the earliest in 48 days if nothing changes in this ticket.

PR proposing to add system_prepare to the schedule:

There still seems to be some weird behavior...
in https://progress.opensuse.org/issues/123791 for example, we can see
- https://openqa.opensuse.org/tests/3328374#step/system_prepare/8 - permissions for 'bernhard' added to the serial port
- https://openqa.opensuse.org/tests/3328374#step/latexdiff/23 - successfully writes data to the serial port as user
- https://openqa.opensuse.org/tests/3328374#step/python_liblouis/11 - fails to access the serial console
