We have 5 mirrors in Brazil now, AFAIK, none has self-imposed limits, just regular networking limits if too much traffic is going on a server.
As we have a few in the south of Brazil, it's quite good for Argentina.
tickets #110554: Please give Brazilian mirrors a higher priority in South America.

Hello there, I'm testing Tumbleweed and have noticed very slow downloads in netinst.
I'm from Argentina. Currently, download.opensuse.org is redirecting to a mirror from Uruguay, espejito.fder.edu.uy, they said, "we decided to limit mirror's BW a little in order to allow more staff to telework". 300 KB/s for me.
Pressing F4 at netinst boot can change the URL to mirrorcache.opensuse.org, which is already using Brazilian mirrors.
