Description
Hello there, I'm testing Tumbleweed and have noticed very slow downloads in netinst.
I'm from Argentina. Currently, download.opensuse.org is redirecting to a mirror from Uruguay, espejito.fder.edu.uy, they said, "we decided to limit mirror's BW a little in order to allow more staff to telework". 300 KB/s for me.
Pressing F4 at netinst boot can change the URL to mirrorcache.opensuse.org, which is already using Brazilian mirrors.
See image attached.
Regards,Mario.

One Brazilian mirror (http://opensuse.c3sl.ufpr.br/) already has a higher priority, but generally the mirror situation is a bit poor in South America.
However, when I try https://mirrorcache.opensuse.org/distribution/leap/15.4/iso/openSUSE-Leap-15.4-DVD-aarch64-Build222.1-Media.iso.mirrorlist?COUNTRY=ar I am given no local mirrors (there are none in Argentina), but I also given none on the same continent, which is clearly wrong.

Another case of mirrorcache schizophrenia?
If I ask mirrorbrain, I get three mirrors for Argentina:
From: wget --header="X-Forwarded-999: 24.232.1.1, 185.48.248.1" http://download.opensuse.org/distribution/leap/15.4/iso/openSUSE-Leap-15.4-DVD-aarch64-Build222.1-Media.iso.mirrorlist
Found 3 mirrors in other countries, but same continent (SA)

At the moment MirrorCache knows only those countries which have mirrors in it, for others parameter REGION=sa
can be used instead.
(I need to add all the countries there, but maybe also use some good solution, because current code is a bit dumb https://github.com/openSUSE/MirrorCache/blob/master/lib/MirrorCache/Utils.pm#L74 )
Regarding the ticket - I will make another attempt to switch everything to MirrorCache on Thursday, then probably need reduce priority of espejito.fder.edu.uy in MirrorCache since it now got this rate limit.

Hi,
We have 5 mirrors in Brazil now, AFAIK, none has self-imposed limits, just regular networking limits if too much traffic is going on a server.
As we have a few in the south of Brazil, it's quite good for Argentina.

Hello avicenzi. This ticket can be marked as solved. Currently I notice a certain priority towards Brazil and Ecuador. That's good enough for me.
For those who need it, a mirror was installed at my university.
http://opensuse.unc.edu.ar/
And there is another one in Chile.
http://mirror1.cl.netactuate.com/
Maybe one day they can be official.Greetings.
