openQA test in scenario opensuse-15.4-DVD-x86_64-upgrade_Leap_15.3_gnome@64bit fails in
opensuse_welcome

Test suite description

Reproducible

Hello team,

it seems like we're missing some needle or logic in the welcome test.
We're looking for a checked bootmgr (show-on-boot) but that doesn't seem to appear.

Test description doesn't say anything about checking the welcome screen box, but rather about unchecking only.
Fails since (at least) Build 181.1

I set this as a high prior over other migration issues, as this is the supported scenario
