[qa-core] test fails in zypper_migration since months - make it softfail if possible

Description

Observation

There is a bug for it (closed on 22/04). We should:

  • follow up if the bug needs to be reopened
  • make a softfail for now or get rid of the test. It is failing since months and ignored by reviewer, which still need to manually approve all updates that need such test run.

zypper_migration

Test suite description

The base test suite is used for job templates defined in YAML documents. It has no settings of its own.

Fails since (at least) Build :16502:rubygem-actionpack-5_1
