Looks like the problem is the failing firewalld test module before nftables which creates the /etc/nftables directory with some rules in it (if it doesn't fail like it does on TW).

https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/12270 merged and firewalld is working for nftables, and nftables is working as well with new PR:
https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/12170
so the issue on TW got fixed.
