Description
As a first step we should create separate repo and publish perl module to cpan

Acceptance criteria:
- libyui git repo is created
- CI runs tests and publishes perl module to the cpan
This task does not include replacing of our current LibyuiClient implementation in test repo with Cpan module. It is about creating the module in the parallel repo.
