Observation

This could be a product bug, as it looks like we cannot reboot after rollback , but this screenshot https://openqa.suse.de/tests/5085761#step/health_check/58 makes it more look like test issue, since here we are apparently still typing commands.
Some manual testing may clarify what's happening.

As it is quite time-consuming to catch it (all test needs to run first) I would hold a bit so we encounter the same error again before reopen it.
