Implement SKIPTO option when cloning

Description
- Allow using
SKIPTO on tests
- The tests would be cloned with
TEST_DEBUG=1
- When finished, the next test starts with
SKIPTO already set to the initial value.
This would facilitate repeated runs of specific test modules.
User story based on a suggestion from #10316 made by @szarate

But it's already possible to use SKIPTO, just set it as variable. Test_debug on production instances currently makes no sense in the scope of openQA as the generated snapshots can only be used on "no-cleanup" workers and also need the test to be run in the same instance which is not guaranteed and unlikely to happen
