I remember the gnome-control-center has been more smart to show/hide panels. I will check the codebase and come back.

FYI: this also affects functional tests on s390x: https://openqa.suse.de/tests/overview?arch=s390x&machine=&modules=gnome_control_center&distri=sle&version=15-SP2&build=105.4&groupid=110#
We are interested to know if this is a product bug or expected behavior to adapt the test.

This is an expected behavior. From GNOME 3.28.x, the bluetooth panel is unconditionally disabled at build time for S390:
