[desktop][tw] migrate testcase "desktopapps-message" from SLE15 to Tumbleweed

Description
According to our test plan for SLE15SP2, we will migrate SLE testcases to Tumbleweed.
Testcase "desktopapps-message" should migrate to Tumbleweed for both X11 and wayland.

Remove yying from the Assignee since he is no longer in SUSE.
The desktopapps-message-wayland is running under the Development group, but the majority of the test cases are failed.
Works need to be done to fix the failures.
