Regrading your question on irc, to be sure that we have correct profile I would install system with cz keyboard layout and clone it. Also we need to check that it's available (as per documentation: A list of available keymaps can be found in /usr/share/YaST2/data/keyboard_raw.ycp).
In your profile you don't have language set, which can be a reason for such behavior.
And, as it can be that this functionality wasn't really tested, it's a bug.
