[epic] Replace dbus with HTTP

Description
As discussed during the openQA Meetup, replacing dbus with redis for IPC should allow
us to dockerize all the individual services. Then we can use standard containers for things
like Postgres/redis, and use docker-compose to orchestrate openQA setups.
This conversion needs to be done in small steps, starting with the resource allocator. So
dbus and redis will be used together during the transition process.
Possible next steps can be the removal of the resource allocator, and/or a merge between
the websocket and webui services, since worker state can be shared between processes
via redis.

Experiments have been successful and i'm confident that i can just use HTTP instead of redis.
