closedPFLASH files handling
Description
The PFLASH vars files are being treated specially, but this is leading to some problems.
Currently there's https://github.com/os-autoinst/openQA/pull/1732 running on osd and o3 and this seems to be working fine, most of the time... however for some reason I'm not seeing that the qcow file with the vars is being downloaded...

Eventually the handling will need to be properly done.

So when workers are local (i.e, not having caching enabled), jobs fail (obviously).
