So far the developer mode is only accessible to admins. Likely we want to make this less restrictive so regular users or at least operators can use it as well.

This raises the question: make it operator-only or allow access to all registered users to?

Note that the job token is currently publicly available anyways (os-autoinst log, status-only route for devel mode) so this shouldn't be a concern at this point anymore.
