Allow filtering of test steps for jobs that are finished

Description
With the improvements being introduced by poo#35374 the list of test steps can grow quite big, therefore a filtering function will be needed.
AC1: User can filter tests by test step name
AC2: User can filter tests by test step status (passed, failed, skipped)

It'd be nice, if there were some UI/UX designer for openQA.
Or at least mention such UI/UX requirements for front-end features in the issue.
Although these filters have different purpose, they're both filters and in UI they should be presented similary.
It is always a balance between consistency and making it individual to avoid problems of the "one size fits all" approach. So you would have liked it more if I would just have used the same expandable panel/card/box in the test details, too? It would waste more space and likely the box wouldn't look very nice with only 2 controls in it.
