compared to the previous results, I found out, that SYSTEM_ROLE was set recently on those jobs
@jozef: since you were the one and you are on vacation until Wednesday, I will revert these settings
can you please tell us the intention of setting this variable there and maybe have a look on this ticket after you're back?

There is YaST change in progress, it will will be discussed.
Existing change would need to use system role for minimal installation
and this was not really expected and documented.

This was fixed by YaST with https://github.com/yast/yast-packager/pull/209 and https://github.com/yast/yast-yast2/pull/519
SYSTEM_ROLE change is not needed any more
