[BCI] Re-enable FIPS on ppc64le and s390x

Description
In https://progress.opensuse.org/issues/138716 we disabled FIPS on ppc64le and s390x due to ongoing issues with the workers. After resolving those issues, we need to re-enable those test runs.
Acceptance criteria¶
- Re-enable ppc64le and s390x test runs
- Ensure the test runs are working properly

We should not re-enable ppc64le until at least mid of December, when we are supposed to get more workers. Currently the load is too high, see #138770
I don't think this expectation can hold. At least the tests as you are currently scheduling them are for KVM on PowerPC. There are no plans that I am aware of that can increase the capacity for KVM on PowerPC this calendar year. Potentially mid of next year we might have Power10 hardware capable to run KVM tests natively. See details about the whole story in #139010
