closed[BCI] Reduce coverage for ppc64le

Description
Due to reduced number of ppc64le workers (#132140) we need to reduce the BCI test coverage. The goal of this ticket is to remove all test ppc64le test runs except 12-SP5 docker and 15-SP5 podman and 15-SP5 docker.
Acceptance criterum¶
- Remove ppc64le test coverage to 12-SP5 docker, 15-SP5 podman, 15-SP5 docker
- Ensure that ongoing BCI test runs complete in <6h, otherwise we might need to reduce the coverage even further
