closedSetup new PRG2 openQA worker for o3 - bare-metal testing size:M

Description
Motivation¶
New hardware was ordered to serve as openQA workers for o3, both x86_64 and aarch64. We can connect those machines i.e. w27+w28 to the o3 webUI VM instance.
Acceptance criteria¶
- AC1: o3 bare-metal jobs run successfully on new PRG2 openQA workers w27/28
Suggestions¶
- See #132134 for x86_64 worker setup
- Discuss with Eng-Infra about the possibility to have the IPMI interfaces of w27+w28 in the same network as system ethernet interfaces
- Setup w26 as a generic openQA worker host controlling the new w27+w28 bare-metal test machines

Right now there is a single openqa.opensuse.org worker instance for bare-metal tests, https://openqa.opensuse.org/admin/workers/1279, currently not used in any tests. We have two more servers which were planned to be used for bare-metal tests, worker27+28. Should we prepare those for bare-metal tests or as standard qemu workers? There was no reaction to neither so apparently there is no real interest in more bare-metal workers right now. So I asked slightly different in

hi guys, some days ago I mentioned that we have two servers available as openQA workers which we planned as bare-metal test machines but apparently there is not enough interest as I received no response. Should we use those two servers as qemu worker hosts for o3 then or keep the machines in cold redundancy?

In coordination with fvogt w28 is now reserved for RISC testing. Added a description update in https://racktables.nue.suse.com/index.php?page=object&tab=edit&object_id=22993
