Motivation

New hardware was ordered to serve as openQA workers for o3. w27 is still unused. Setup w27 same as already done for w21-w26 as default qemu based testing machine

Acceptance criteria

  • AC1: o3 bare-metal jobs run successfully on new PRG2 openQA worker w27

Suggestions

  • See #132134 for x86_64 worker setup
  • Follow the same approach for w27
