Description

For pre-integration test we do not need to create (usually) bug reports, but to decline the SR in OBS with a proper justification.

We need to integrate both tools to allow the update of the SR status from openQA with all the meta data that can help the developer and the traceability of the issue.

#2424 is about implementing the communication in the other end (in the osc plugin, actually) as a first approach. Relating both issues and bringing this to the next sprint (even if it's not going to be addressed in the way it was planned when we created the issue).
