To see if a staging project is up to acceptance, we need:

• all packages need to be succeeded or excluded in all repositories
• the repository state should not be "dirty"
• all requests need to be out of review
• the TEST-DVD needs to have been tested - for now we need to do some guessing on the openqa's result.json

if a package failed to build, we need to know as early as possible
