Motivation

Following bug description of https://bugzilla.suse.com/show_bug.cgi?id=1208182#c6, license agreement already shown in welcome module, it is not needed any more in scc_registration on s390x in SLE 15 SP5 due to SUMA is not shown and there is only one license product. So we need update code to implement it.
