Checking the openqa code, found that for the online migration cases, it disable this installation repo after registration and for offline migration cases, it disable the repo before registration.

it load "disable_installation_repos" in tests/migration/online_migration/zypper_patch.pm

AC1: Same with offline migration cases, move the "disable_installation_repos" ahead of registration for online migration cases.
Move it to tests/migration/online_migration/online_migration_setup.pm
