seems INSTLANG is necessary after all, see https://openqa.suse.de/tests/168857/modules/welcome/steps/3 but not needed for https://openqa.suse.de/tests/168858/modules/welcome/steps/3 can anyone explain that to me?
INSTLANG seems to not be set anywhere in os-autoinst-distri-opensuse (neither "master" nor "sle12") and also not in https://openqa.suse.de/admin/test_suites and does not appear in https://openqa.suse.de/tests/168858 or https://openqa.suse.de/tests/168857 . where should it come from?

A later iteration of the test ran at https://openqa.suse.de/tests/177141/modules/welcome/steps/3/src
But during the time between the failing and the working again test I do not find any changes in neither os-autoinst nor os-autoinst-distri-opensuse (neither master nor sle branch) mentioning INSTLANG. So maybe the database was changed somehow? In openqa.suse.de/admin/ I don't see the variable mentioned where I didn't expect to see it before. Checking https://openqa.suse.de/admin/auditlog reveals
{ needle=>"/var/lib/openqa/share/tests/sle/needles/scc-addon-license-ha-20160105.png", tags =>["ENV-DISTRI-sle", "ENV-INSTLANG-en_US", "ENV-VERSION-12-SP2-HA", "scc-addon-license-ha",], update=>"no",}
but I don't assume this would make it fix for the mentioned test. So how was it fixed? I would like to understand this for the future.

That's not related at all - https://openqa.suse.de/tests/181150/modules/partitioning_finish/steps/1 failed because it was expecting the Timezone screen and still had the Partitioning screen 30 seconds after clicking Next (it updated a few seconds later, and shown by the follow-up needle)
Please try your best to avoid conflating totally unrelated issues. This issue is resolved and was only changed to feedback because you wanted further explanation
