closedtest fails in accept_license - Beta license hasn't been handled

Observation¶
openQA test in scenario opensuse-15.4-DVD-x86_64-RAID0_gpt@64bit fails in
accept_license
when the medium contains beta tag then a beta license will popup, the test settings already has BETA=1 set, however accept_license hasn't been handled beta license correctly.
