Observation

When a openqa-review pipeline fails, reports will only partially generated.

This is a followup to #95989#note-8

The pipeline config is complicated, and changes to the REVIEW_JOBS variable aren't tracked, so it's impossible to track failures if someone changes the variable, because we don't see who, when and what changed.

Acceptance Criteria

AC1: Improve openqa-review pipeline by moving the REVIEW_JOBS variable to a git managed file

As far as I can tell, the pipeline looks good and the review-jobs.yml is indeed tracked and used.

I triggered the pipeline after openqa_review on osd was updated.
Something is still wrong because https://openqa.io.suse.de/openqa-review/openqa_suse_de_status.html is 404
Maybe because I had to retrigger one: https://gitlab.suse.de/openqa/openqa-review/-/jobs/527080
