[qe-core] Schedule userspace_systemd in SLE 15 SP3

Description
A userspace_systemd job is running on maintenance products but not on 15 SP3.
There already is a qa_userspace_systemd testsuite (defined but unscheduled).
It is needed to verify that there are no issues running it on 15 SP3.
After that the job can be scheduled in the Functional Job Group

For the record, I'm unscheduling this: https://gitlab.suse.de/qsf-u/qa-sle-functional-userspace/-/merge_requests/138 as we do not test systemd.
