There should have been plenty of time for the mirror to get updated, but none of the markers (https://mirrors.opensuse.org/) are ticked.
We seem to be missing rsync access:

It looks http://mirrors.163.com/openSUSE/ is stalled last year and is not synced anymore.
I will close this ticket for now since it has no activity for long time, but let us know if anything is required.
