Create a reports page in SMELT to display not accepted requests

Description

As requested by Vit, a page in smelt where all not accepted requests will be displayed is wanted. The reason for it is to be able to track rejections, regressions and any other negative aspects of our work.

After talking with the Maintsec POs and Vit, it was decided that this page would be better off as a standalone Reports page instead of being an addition to the tested-declined page, in order to avoid confusion.

@VANASTASIADIS let's stick to our rules as team and follow the process, ok? Meaning for example as we have exceeded our backlog length we can't take more tickets on top until more are resolved. Also, I would like to talk about the issue before you start to work on it.

This is currently being worked upon by the devs in maintsec tools: https://gitlab.suse.de/tools/smelt/-/issues/557
Will update and close this when it's done.
