I have no idea where this might be done, or if it is even something we (the Heroes) can do.
I'm on it, and finally asked in #freenode how to do it.
Possible options are:

Kyrill, if I read /msg chanserv access #opensuse-ru list right, you should be able to do the needed changes yourself ;-)

Christian, I follow the first your recommendation:
setting the channel invite-only (+i) and forward to the main channel (+f #opensuse) (which AFAIK forwards to #suse, so maybe we should redirect to #suse directly)
It was done myself with some help of #suse OPs.

I'll close the ticket, but there's a little leftover: https://ru.opensuse.org/openSUSE:%D0%A1%D0%BF%D0%B8%D1%81%D0%BE%D0%BA_IRC_%D0%BA%D0%B0%D0%BD%D0%B0%D0%BB%D0%BE%D0%B2 still lists the #opensuse-ru channel. "#opensuse-ru" is one of the few things I understand on this page, so you better fix it yourself ;-)
